Agenda setting is the primary set of activities that take place within the formulation phase of the policymaking process. In this assignment, you will write about the agenda-setting process as it relates to Kingdon's "Three Streams and the Window of Opportunity." - Three Streams: The process by which particular problems emerge and advance to the next stage. - Window of Opportunity: The point at which problems, potential solutions to them, and political circumstances converge to stimulate legislation development. Write a 3- to 4-page paper (excluding title page and references) in which you address the items related to the issue that you chose. Write your paper in terms of the Three Streams and the Window of Opportunity: - Discuss the specifics of the problem. - Discuss the possible solutions. - Describe the current political circumstances. - Forecast potential strategies and actions that you would take to move the issue into the policy formulation phase.
Specifics of the Problem
According to John Kingdon, there are three conditions that should be met in the agenda-setting process. These conditions are in the form of three streams of agenda setting process: problem stream, the policy stream, and the political stream. The problem stream requires the government to pay attention to a particular problem and act on it but they do not necessarily provide a solution to the problem (Hoefer, 2022). One of the health policy issues in the United States is child mental health. It is estimated that 15% of children in the United States aged between 2 and 8 years have mental, behavioral, or developmental disorders as reported by the parents (CDC, 2024). Some commonly diagnosed mental, behavioral, or developmental disorders among children are anxiety, depression, attention-deficit/hyperactivity disorder, Tourette syndrome, behavioral problems such as oppositional defiant disorder, language or speech problems, learning disabilities, and autism spectrum disorder. Mental health issues among children have further deteriorated due to the nationwide shortage of mental healthcare providers such as child psychologists and psychiatrists. The shortage of healthcare providers is more evident in rural areas as 61% of areas with a shortage of mental health professionals are partially rural or rural (CDC, 2024).
Possible Solutions
In policy streams, policy entrepreneurs have solutions that they deem to be useful in any situation. Policy entrepreneurs have an ideological focus and the decisions made do not need to align with pilot tests or research (Hoefer, 2022). The major solutions to child mental health issues are telemedicine, integration of mental and primary care services, and Rural School-Based Health Centers. Telemedicine technology allows children to access mental health services without necessarily visiting healthcare organizations (Haleem et al., 2021). Children's mental health can be enhanced by implementing a model that integrates primary care and behavioral health. The other intervention is the Rural School-Based Health Centers (SBHC) which addresses mental health issues among children living in rural areas. SBHC provides both primary and mental health care services, health education, dentistry, and social services and the services are made available to the student's family members, school staff, and other people in the community (CDC, 2024).
Current Political Circumstances
The political stream is a combination of the national mood, the active contribution of interest groups, and elected officials' active contribution to policymaking. With the political, policy, and problem streams in play, an opportunity to execute an action can emerge where the problem is clearly defined and an appropriate solution determined. This period is what is referred to as a window of opportunity (Hoefer, 2022). During his campaign, President Donald Trump pledged to establish a panel of experts from the Kennedy Commission on Childhood Chronic Disease to enhance the general health of children by preventing childhood diseases and other chronic health problems. One factor that contributes to poor health among children is the pesticides used to grow plants. Pesticides increase the risk of neurodevelopmental outcomes among kids leading to maladies such as Attention deficit hyperactivity disorder (ADHD) (Redfield, 2024). Additionally, chronic conditions such as obesity put children at risk of mental health issues such as depression, anxiety, low self-esteem, low self-confidence, and hopelessness.
Potential Strategies and Actions in the Policy Formulation Phase
The policy formulation process involves appraising and synthesizing evidence, engaging the stakeholders in a targeted manner, and consolidating a position on the preferred approach. During this stage, different options to solve the problem are determined, various options are justified, and the course of action to address the specific problem is addressed (Hill & Varone, 2021). For this issue to be able to reach the right people and spearhead the process of formulating policy, it is necessary to avoid rushing and ensuring that enough data is collected to inform the issue. The submission of policy should be in the form of a comprehensive report also comprising various options to solve the specific problem and criteria on how to assess the effects of each policy option. Some of the criteria for assessing the policy are consideration of the cost, benefits, and funding of the policy.
