What is public health emergency preparedness?
Emergencies in the public disrupt the health systems and have a negative effect on populations. These emergencies particularly affect vulnerable populations such as migrants, refugees, and displaced people in countries with protracted and complex emergencies where health systems are weak. Public health emergency preparedness is accompanied by efforts to rebuild, recover, and strengthen the health system. The recovery process in public health emergency preparedness provides opportunities to restore and create a more purposeful health system that promotes, restores, and maintains health as well as preparedness to respond to future emergencies (WHO, 2024). There is a need for approaches that promote and facilitate cooperation and coordination among the development, humanitarian, and peace actors.
What is the difference between a disaster, a hazard, and a complex emergency? Provide an example.
According to the World Health Organization (WHO), disasters are occurrences that cause ecological disruption, damage, health deterioration, and loss of human life at a scale that is sufficient to warrant extraordinary response outside the affected area or community. An example of a disaster is when there is a fire outbreak affecting various residential buildings. This disaster would call for a response from outside areas for support during and after the disaster. A hazard refers to an element that is a potential source of harm to a person or group of persons (World Vision, n.d.). An emergency refers to the occurrence of a demanding and immediate action due to technological catastrophes, epidemics, or man-made or natural causes. An event is regarded as a disaster if the disaster dimension exceeds a community's coping capacity. This calls for the attention of the international community to respond to it appropriately. An example of an emergency is a drought in a developing country that the country does not have the capacity to address. The country would resort to seeking help from other countries in terms of funds and food aid. On the other hand, a complex emergency is a form of man-made emergency in that the cause and assistance are bound by intensive levels of political considerations. Complex emergencies include a breakdown of law and order that results in foreign aggression or civil conflict leading to displacement, civilian casualties, and human suffering (World Vision, n.d.). An example of a complex emergency is when there is political instability in a country that causes a massive loss of life. This calls for the intervention of international bodies such as the International Criminal Court (ICC).
